Notes say you can add a page if you forgot the book, for a small fee. I'd suggest trying this if you really need to fill the book...
Well, just play PvE and don't worry too much about your equipment, runes are cheap.
Heroes have access to all unlocked skills on your account so you can 'buy' hero skills with Balthazar faction, which is rather easily...
