There is no reason to RR costume brawl. You don't get enough faction/rewards for the effort. Now, if there was a Costume Brawl Z-quest....

I'd also like to point out, the decision to remove HB occurred BEFORE rr day became popular.... or even, possibly it "officially"...
Keep in mind first city only has a 4 man party size. Which means due to loot scaling, you will have about twice the odds to actually get an item...
