I'd rather have these silver skills than PvE-only skills.

PvE skills are a significant advantage in Hard Mode, DoA, etc... theres no way you can spin it to say they aren't. You can say you don't...

I can see an argument for having two elites plus other good pve skills = overpowered in pve
