I think you get 2 or 3 exp in a full party when killing a monster 5 levels below yours, so no. Feel free to correct me, I'm not entirely sure.

It's the same if travel either way, Canthan characters can't pick up any quests before Lions Arch, Tyrian characters don't get quests...
