are these PvE? or PvP? if PvE you NEED a self heal, pvp you should have one, but its not totally necessary. I assume 8th slot is for rez also...

@OP Im not sure what game you used to play, but with the info you gave us it sounds like a much smaller game. in a community as big as guild wars...

there is no best. there might be a best for a certain area or with a certain build. but if you want a no-maintenance choice that will work alright...

I wouldnt say there is an increase though. smart casters in pvp have always been using axe/sword/spear + shield

that wont be effected as much by more armor, it will some, but your better off with a nice heal.
