Why doesn't anet just go ahead and make it impossible to leave a town without a full party already?

I think they have them at 13 so only a warrior main can use them to full effect.

It's not in Anet's power to be able to fix the economy or they would have done it by now.

In PvP there are better damage options than water. Buffing the damage might make people want to include it now and then, but if every so often one...
