As others have expressed, I'm not sure where you got this information. As such, there is nothing to discuss and this thread will be closed.

1% on all attacks, just a minor damage boost. Or maybe +3 health per rank in addition to the 1% on attack skills that is super amazing.

Don't worry; on hard mode it's -13 energy from their imba 20 marksmanship. There are a number of enemies like that throughout the game...
