technically, a skill does not trigger the "end" effect if they're reapplied before they actually expire due to duration. So...

He's the "young monk" or "young ranger" that follow you around when your first hero is doing something else.
I don't think you really need to complete the primary quests to get to that mission. Just run there and walk in.
