You could always just write a script to force use of the first two skills on the hero's bar any time they are at <100% HP.

Yeah we did some of it with 3 players 4 heroes and a disconnect once.

Interupting a 3/4 second cast isnt unfeasible. I can get a Mesmer do that regularly, but Im unsure that even Psychic Distraction would work...
